Why is it unethical or even illegal in some cases to send spam email but the post office can send as much bulk?

Every day I receive unwanted mail from the Postal Service. So finally I called them and asked them what I could do about it. They said throw it away. OK Fine, I can throw it away. It costs money to toss garbage into the garbage can. Ok No atlot but enough that it bothers me that I should pay for mail that I never asked for, don't want and there is not a thing I can do about it except to pay for their garbage. I am looking for suggestions to stop the Post Office from sending SPAM bulk mail. Why is it unethical or even illegal in some cases to send spam email but the post office can send as much bulk?
Simple way - every unwanted paper spam cross out the address and write "Return to sender, addressee unknown" and post it again.

That way, they will get stuck with those mails - and have to pay for removal.

Or, use them to light your BBQ etc.

The difference between spam email and spam postal mail is that spam email does not cost a thing to send, and the postal mail does cost (postage and paper). Why is it unethical or even illegal in some cases to send spam email but the post office can send as much bulk?
Money.

The cost of electronically spamming the planet is negligible. Bulk mail, on the other hand, has postage charged for its delivery. Actually, the amount of money the USPS makes off bulk mail helps to keep the price of first class mail and other services down.

If the trials and tribulations of this modern world pale in comparison to the inconvenience of dumping a few circulars into the recycle bin every couple of days, you lead a charmed and carefree existence. Why is it unethical or even illegal in some cases to send spam email but the post office can send as much bulk?
Put it in huge bags and then drop it off at the post office on their doorstep.
