There is no payment, paypal never asks for a shipment tracking number and would not use a (memberprocessdetail@post.com) address - if it's not @paypal.com then you know it can't be from Paypal

Yes, it's a fake email. You can prove it by manually launching your browser, entering "www.paypal.com" and looking for the payment there. It will not be there. (Don't click on any links in the email.)Is this email a fraud?
Yes because paypal never says "ebay item" it's one of those Nigerian scams man. Just disregard that email please.
