This email is actually quite popular now, everyone seems to be getting it. Why would you have to pay to get a FedEx package?

It's a scam. Mostly because of the incorrect grammer. FedEx is professional.

It's a scam. A variation on the "lost bank account" scam.
Fedex wouldn't send you an email for delivery - they'd leave a door knocker.
And they wouldn't know the contents of the package.
This is spam and FEDEX would never engage monetary trasactions for any reason. The only time FEDEX would respond to you is if you requested information on a package you sent out for.
