Does anyone know who looks after the USPS deliveries on the UK side please?
The USPS website is useless and I have an email stating a delivery was made to me this morning and I have been in all day and no card has been left with any details and the USPS website wont send emails and there is no UK helpline.

Are you serious? The USPS has responsibility only for mail within the US. Once it arrives in the UK it becomes the responsibility of Royal Mail.
The USPS does not operate anywhere but in the US. Your mail deliveries are made by Royal Mail.
Perhaps you are confusing USPS with UPS
